There are 10 dragon lairs on the map. Each one has a dragon. All other dragons are random events/scripted for the story. Here is a speedrun of me killing (fisting) them all on master difficulty one after the other.

My own guide to killing dragons if you want to make sure you don’t keep getting burnt alive. Just hide in a building with a roof but where you can still see to shoot out. This also works with bridges over rivers that you can stand in without swimming.
